AI Chatbots Deliver ‘Unreliable and Biased’ Election Guidance, Claims Dutch Watchdog

AI assistants have been shown to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has reported, issuing warnings about a possible risk to democracy just eight days before national elections.

Testing Reveals Repeated Partiality in Chatbot Recommendations

The quartet of AI assistants tested by the authority “frequently recommend identical two parties”, irrespective of the voter’s inquiry or input, the regulator noted in a analysis released ahead of the 29 October election.

For over 50% of instances, the chatbot suggested either the far-right Freedom party (PVV) of Geert Wilders or the leftwing GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the moderate CDA, “are almost never mentioned”, even when the voter’s query exactly matches the positions of these political entities, the study pointed out.

Official Warns Against Relying on AI Assistants for Election Advice

The vice-chair of the data protection agency, Monique Verdier, stated that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a political group that did not necessarily align with their political views, she emphasized.

“This directly impacts a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We therefore warn against using AI chatbots for election recommendations, as their operation is unclear and hard to confirm.”

Election Context and Political Landscape

Netherlands citizens vote on October 29 in an election that will be closely watched across the continent for the performance of the PVV.

The far-right party of Geert Wilders is leading the polls but the gap to the left-wing and centre-right parties appears to be narrowing, with numerous electors still undecided.

All major parties have rejected a coalition with the PVV, implying the runner-up party is most likely to supply the future head of government.

Unintentional Bias Linked to AI Operation

The AP stressed that the bots were not deliberately biased, and that their “noted flaws” are a result of the manner in which AI assistants function.
